Starter motor

Throughout this entire summer, the starter have been messing with me. In 3 cases out of 10 it just spinns, not rotating the engine. Now I have picked the starter apart. Can't see any obvious damage or wear. Could a clean up do the trick? The brushes will be replaced since I already have new one at home.

Is it engaging with the flywheel properly?

I wonder whether it's the starter motor, or something else entirely.

Have a look at the sprage clutch, sounds like its slipping.
