Oil pump?

Is the cable pulley supposed to be tight against the white nylon stop on closed throttle? Mine is a good few mills away.
I have a crummy oem cable fitted which doesn’t have enough adjustment on it to allow it to close, but I don’t want to trim away the outer till I know it’s right...
