Think of tri-age, like war medics do. Does it really need the amount of attention, that could be better used on something else?...
I’d just wire brush it down, then satin black it. Job done. I’m just as guilty of over thinking things sometimes 🤪 check out Sound Blaster horns ...The screw/nut adjusts the sound/pitch, like said...

@chris the horn is a sealed unit it is possible to uncrimp the edges with time and patience but probably outweighs the cost of replacement. The little screw is to adjust the sound pitch.

I put a rust-inhibiting primer on it, planning on using paint and a layer of clear coat afterwards. I hope it won't rust anytime soon

@chris I use this bad boy on my bike, it's super loud and made of plastic, so rust free!!!
