What is this plastic part in the carb called?

Can anyone tell me what this white plastic thing in the carb is called and what it does?
I don't have one on my carb, which I think is a Mikuni TM28ss

I believe it's called a jet guide, to reduce air bubbles in the fuel going through the jets causing misfires when riding on bumpy ground.
