Error code 413

Every time I try and upload a cover photo I get this error code and I've no idea what it means.
Also, would it be possible to make the maximum file size for display pictures larger? As just over 1mb is pretty puny

Yep, 32 Gb SD card on a raspberry pi with an upload, aka your download, speed of 2mb.
