Powervalve being opened way too early

Im having a few issues diagnosing the problem for my dysfunctional powervalve system. The servo seems to be fine and the cleanup works fine and puts into the correct position but when i give it any revs it opens it instantly (100% at about 1 - 1.5k rpm) and i cant seem to figure out if its the signal from the rpm sensor going into the cdi or the cdi itself giving the wrong signal.

Pretty sure the RPMs as far as the CDI are concerned are determined by the pick-up/magneto.
So when you switch the ignition on and off, the powervalve does a cleaning cycle. Once this cycle is complete and the engine is running the valve should return into its closed state.
If it is not, then it's possible that the powervalve wires have been inverted and the powervalve hasn't been adjusted properly. I feintly recall this being a common problem back in the day.
