1990 dtr de restriction?

So I thought my bike was already done but it obviously isn't no lack of power but it only pulls from 7.5 then redlines around 9 anyone done this model that can help me out thanks guys
@declan I was led to believe that all DT's up tp '98 were de-restricted, but I may be wrong? See here for Scrimsmustangs ultimate guide;
