    What's the code on the CDI?

    1990's shouldn't be restricted IIRC

        @declan Oh, even on a restricted CDI that's low. Sounds like powervalve, or the rev counters faulty, or the engine is on its way out.

        Most likely powervalve.

              @calum pv is adjusted don’t think this is the issue since I actually hear the rev limiter if I miss a gear

                @declan I would pin the powervalve in the open position and max it outnin 3rd to ensure it isn't the valve.
